Beulah Reservoir offers a concrete boat ramp maintained by Malheur County, located just above the dam near the spillway in Agency Valley on the North Fork Malheur River. The access site includes a gravel parking area and vault restroom facility. The reservoir covers up to 1,900 acres when full, providing ample water for kayaking, canoeing, and motorized boating. To reach the site, travel 15 miles north of Juntura on a gravel road.
**Important Note on Water Levels:** Beulah Reservoir experiences significant seasonal fluctuations. When water levels are low (the reservoir is typically around 35% capacity), the concrete ramp may be out of water—however, boats can be launched from the gravelly bank on the north side of the ramp. Check current conditions before your visit to plan accordingly. The BLM manages the shoreline, while Malheur County maintains the boating facilities.
The reservoir is well-suited for paddlers and anglers, with healthy populations of redband trout, rainbow trout, whitefish, and bull trout. Chukar Park Campground is available within 10 miles for overnight stays.
