JC Cooper Boat Ramp provides public boat access to John H. Kerr Reservoir (also known as Buggs Island Lake) in Middleburg, Vance County, near the Roanoke River. This facility includes a boat ramp, playground, and RV dump station, with accessible spaces and shower facilities available for visitors.
**Water Conditions & Paddling Character**
The Roanoke River at this location is a major waterway (Stream Order 8) with an average flow of approximately 9,700 cubic feet per second and velocity of 6.65 feet/second. At the reservoir, paddlers will find a 50,000-acre impoundment extending 39 miles with 800 miles of wooded shoreline—ideal for kayaking and canoeing. The upstream river features a 3.2 ft/mile gradient with significant elevation change over its 377-mile length. Note that water levels can fluctuate seasonally; if the lake is unusually low, the ramp may not extend fully into the water and could be temporarily closed. Check current conditions with the NC Wildlife Resources Commission before your visit.
