Lake Lowell Visitor Center offers convenient access to this popular reservoir located within Deer Flat National Wildlife Refuge near Nampa. The site features multiple boat ramps at strategic locations including the east and west ends of the Upper Dam, the Lower Dam Recreation Area, and parking lots on the south side of the lake. The refuge Visitor Center is open year-round (Monday–Friday 8am–4pm, Saturday 9am–4pm), providing information and facilities for visitors.
**Important seasonal restrictions apply for paddlers and boaters.** Motorized watercraft are permitted April 15 through October 1. Human-powered boats (kayaks and canoes) can access 200 yards in front of the Upper and Lower Dams between October 1 and April 14; during the April 15–October 1 motorized season, the rest of the lake is closed to protect migrating and wintering wildlife. The nearby Jump Creek area (open 6am–9pm) offers an alternative paddling option with scenic riparian habitat and a waterfall.
