**Facilities & Access**
Phelps offers two launch ramps making it a reliable option for getting boats onto Lake Minnetonka's Upper Lake. The access includes an on-site parking lot with 55 trailer spaces and 100 vehicle spaces, plus public restrooms. Note that a Lake Minnetonka Regional Park parking pass is required to park in the lot. The ramps can accommodate boats up to 12-18 feet, with some capacity for larger vessels.
**Location & Nearby Areas**
Located in Mound in Hennepin County, Phelps provides access to the Upper Lake section near popular paddling areas. Six Mile Creek feeds into nearby Halsted's Bay to the west, and Priest's Bay lies on the western side of Upper Lake between Cooks and Halstead Bays—all good destinations for kayakers and canoeists exploring the area. Before launching, check current water conditions through the Lake Minnetonka Conservation District if you're concerned about water levels or advisories.
