Located in Washington, Wood County, WV, Old Lock #19 offers convenient public access to the Ohio River via a boat ramp easily reached from State Route 892 (DuPont Road)—simply turn onto Northwest Drive and follow it approximately one mile to the site. This access point is notable for its proximity to historic remnants of the Ohio River's original lock and dam system, with abandoned structures from decades past still visible near the launch area, providing unique insight into the river's navigation history.

The ramp provides access to the Belleville Pool section of the Ohio River, which extends 41.5 miles upstream to Willow Island Locks & Dam and serves as an integral part of the modern Ohio River navigation channel.
