About This Access Site
Pendleton Harbor is a recently developed public boat ramp facility offering free access to Toledo Bend Reservoir near the Texas-Louisiana state line in Hemphill. The one-lane ramp accommodates all boat types and is open year-round. The site is located off FM 139, south of Joaquin along Highway 21, with improved turn lanes for safe vehicle entry and exit.
