R.D. Keene Public Boat Ramp provides one of only two public access points to the scenic Butler Chain of Lakes in the Windermere area. Located at 10900 Chase Road in Orange County, this stand-alone ramp accommodates up to 49 vehicles and trailers, making it suitable for kayakers, canoeists, and motorboats. The ramp provides freshwater paddling access to Lake Palmer and connects paddlers to the larger Butler Chain system.

The park operates during daylight hours (sunrise to sunset) and is government-owned for public use. Given that this is one of the limited public access points for the Butler Chain, expect moderate to heavy use, especially on weekends. Paddlers should be courteous to other water users, observe all waterway markers, and maintain slow speeds to ensure safety and minimize disturbance to wildlife and other recreationalists. This site is ideal for day trips exploring the connected lake system.
