Located in Okaloosa County, Florida, the Ray Lynn Barnes Public Boat Ramp provides public access to the Shoal River for kayakers, canoeists, and motorboaters. This ramp is named in honor of Wildlife Officer Ray Barnes. The facility offers limited boat trailer parking for those launching vessels onto the river.

The ramp operates from one hour before sunrise to one hour after sunset. Paddlers and boaters should note that this is one of two public access points on the Shoal River in the area; the other is located at Shoal River Wayside Park (Bill Duggan Jr. Park) off State Road 85.
