The Shovel Lake-Banner Marsh boat ramp provides access to Shovel Lake, a 200-acre "T"-shaped lake located within the 5,524-acre Banner Marsh State Fish and Wildlife Area in Fulton County. This access point features a concrete boat ramp and parking facilities, making it suitable for kayakers, canoeists, and recreational boaters. The site is located 4 miles north of Banner along Route 24, adjacent to the Illinois River in central Illinois.

Shovel Lake is the third-largest water body within Banner Marsh, though paddlers should note that the boat ramp arm of this "T"-shaped lake has limited habitat. The broader Banner Marsh complex includes extensive freshwater marsh environments managed by the Illinois Department of Natural Resources, providing scenic paddling opportunities through varied aquatic habitat.
