Stouts Mill provides a public boat ramp access point on the Little Kanawha River in Gilmer County. The site is located near the historic Stouts Mill dam, where the old lock structure remains visible—a remnant of the river's importance as a historic transportation corridor. The dam's lock doors are gone, allowing the river to flow freely through the structure. To reach the site, follow US Route 6 and turn north on Bailey Road (also signed as Road 4/3), where brown directional signs mark the access location.

This access point is suitable for kayakers, canoeists, and small boats looking to paddle the Little Kanawha River. The site is maintained by the West Virginia Division of Natural Resources as part of the state's network of public fishing and boating access sites.
