West Copeland offers public boat access to the Black River, a major waterway with significant flow and current. The Black River is a large stream (Stream Order 9) with an average flow of over 10,500 cubic feet per second and a moderate gradient of 1.5 feet per mile, making it suitable for experienced paddlers and boaters. The river's total elevation drop of 437 feet across its 288-mile length creates consistent current conditions that paddlers should prepare for.
**Access and Logistics:** This is a publicly-owned ramp and carry-in access site. When arriving, follow the one-way traffic signs that direct you around the north side of the former marina building, then continue to the south side where you'll access the water. **Permits are required and can be purchased in person or by phone through the La Crosse City Hall Parks & Recreation Office or the Black River Beach Neighborhood Center.** Be sure to secure your permit before launching.
The site's proximity to the Upper Mississippi River Valley and nearby Mississippi River pools (Pool 6 and Pool 7) makes it a good staging point for exploring the broader region. Given the Black River's size, flow rate, and gradient, this access point works best for those with solid paddling skills and knowledge of moving water conditions.
